Regulator Issues $2.3 Million Notice of Civil Penalty Against Retail Supplier

The Connecticut Public Utilities Regulatory Authority has issued a notice of civil penalty against People's Power & Gas, LLC in the amount of $2,297,200.

Among other things, the notice alleges that People's Power & Gas failed to document and maintain confirmation in over 2,100 cases of each customer's desire to be switched through the available methods, in violation of Conn. Gen. Stat. §16-245o(f)(2). PURA proposes a $1,000 fine for each instance.

Additionally, PURA proposes various fines for failing to notify PURA and customers about People's Power & Gas' defaults at ISO New England and cessation of business, and would also fine PP&G for repeated defaults at ISO-NE.

"PPG's multiple defaults at ISO-NE indicate that the Company struggled financially toward the end of 2013. Instead of taking responsibility for its situation, PPG slammed thousands of customers for its own financial gain and without regard for the customers, many of whom lost their low fixed rates with their suppliers as the result of PPG's actions. Further, PPG's failure to notify its customers of its defaults at ISO-NE, as well as its close of business and abandonment of its electric supplier license, show that PPG lacked integrity as a company and had no respect for its customers," PURA said in its notice of violation.

People's Power & Gas has the right to a hearing to contest the findings contained in the notice prior to entry of a final order
