State Seeks Comment on New Bill Inserts Required to Notify Customers of Default Service Rate Changes

The Connecticut PURA has requested that the utilities, consumer counsel, and procurement manager consult and submit written comments or a joint recommendation to the Authority for approval regarding the process to be implemented for the utilities to comply with new legislation which requires that customers be notified of Standard Service rate changes.

As amended, Conn. Gen. Stat. §16-245d(c) requires CL&P and UI to distribute quarterly bill inserts for one year, as follows:

"From the effective date of this section, and until one year after the effective date of this section, inclusive, each electric distribution company shall, on a quarterly basis, include the following items in a bill insert to each residential customer who obtains standard service or electric generation service from an electric supplier: (1) The standard service rate; (2) the term and expiration date of such rate; (3) any change to the standard service rate not later than forty-five days before the standard service rate is effective; and (4) before any reference to the term 'standard service', the name of the electric distribution company."

In requesting comments, the Authority noted that any proposed process, "must satisfy the requirement of Conn. Gen. Stat. §16-245d(c) that CL&P and UI notify residential customers of 'any change to the standard service rate not later than forty-five days before the standard service rate is effective.'"

PURA further noted that, at present, Standard Service generation rates change on January and July 1st, and are submitted to the Authority 45 days before their effective date. The Authority then has up to 15 days to approve the rates.

"The Authority hereby requests that the Procurement Manager, the OCC, CL&P and UI submit comments, preferably in the form of a joint recommendation, on or before 1:00 p.m. on Friday, October 10, 2014. Other admitted participants to the proceeding may also submit written comments," PURA said.
