State to Open Investigation on "Improving Access" to Retail Electric Market
The Massachusetts DPU said that it, "plans to open an investigation in the near future into improving access to the competitive supply market, particularly for residential and small C&I customers."
The DPU's announcement came in an order in which it rejected any deferral or cap of National Grid's basic service rate increase (click here for related story today).
Noting that, in response to the default service rate increases, certain stakeholders had sought enhancements to the retail market to facilitate shopping, the DPU said that, "[t]he Department recognizes that providing customers with a robust set of competitive supply options is a key component of ensuring that customers are well positioned to respond to increases in market prices."
Some stakeholders had also called for an investigation into the design and procurement of basic service.
The DPU said that it will defer to a future date a decision on whether to open an investigation into revisiting the Department's established rules regarding the procurement and pricing of basic service.
