Texas Staff File Draft Proposal for Publication Addressing Subsynchronous Oscillation; Would Make Generators Solely Responsible for Their Compliance Costs

Staff of the Public Utility Commission of Texas have filed a recommended proposal for publication to address Subsynchronous Oscillation (SSO) risk in ERCOT.

Staff's proposal for publication would provide that "reasonable costs" incurred by a transmission service provider for facility modifications to reduce the risk of SSO, as directed by ERCOT, may be included as a component of that TSP's transmission cost of service.

Staff's proposal further provides that an entity that owns or controls an electric generating facility shall be solely responsible for any costs it incurs for facility modifications to reduce the risk of SSO.

Staff recommends inviting comment on the following:

1. Are there any limited circumstances in which specific electric generating facilities should be provided reimbursement for costs associated with facility modification to address SSO risk?

2. If so, what would be the mechanism for such reimbursement?
