Texas QSE to Pay $45,000 To Resolve Alleged Under-performance

MP2 Energy, LLC would pay $45,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve alleged violations of to P.U.C. SUBST. R. 25.507(d)(6), related to emergency response service, and Electric Reliability Council of Texas (ERCOT) Protocols § 8.1.3.3.1(1)(b) and (c), relating to performance criteria for qualified scheduling entities representing emergency response service resources.

The settlement states that, according to a Texas Reliability Entity (TRE) investigation, MP2 failed to achieve the required event performance factor (ERSEPF) of 0.95 during an EEA event on January 6, 2014. The event performance factor for MP2 during this EEA event was 0.874.

The settlement states that, according to a Texas Reliability Entity (TRE) investigation, MP2 also failed to achieve a ten-minute deployment performance, as measured by the first full interval performance factor (ERSIPF) of 0.95 during an EEA event on January 6, 2014. The ERSIPF for MP2 during this EEA event was 0.756.
