Texas Complaint Regarding REPs' Duty To Inform Customer of Rate Changes Won't Be Referred to Arbitration

A complaint against Ambit Energy before the Public Utility Commission of Texas won't be referred for arbitration, after a mediator found that mediation is not appropriate at this time. The complaint centers on a customer whose delivery schedule was changed by CenterPoint Energy Houston Electric after installation of an in-line pole to power a cricket field. The customer has disputed Ambit's pass-through of charges related to the reclassification, and as previously reported the case implicates REPs' obligations to communicate such TDU rate changes to customers in advance of the charges (click here for background). Texas Staff Recommend Next Steps for Subsynchronous Oscillation Study

Staff of the Public Utility Commission of Texas have filed proposed next steps in the Commission's review of Subsynchronous Oscillation (SSO) risk in ERCOT, and specifically the "study" track of the review. The review was divided into a review of technical issues and studies regarding SSO, and a parallel track regarding cost allocation. Regarding the technical review, Staff recommended that ERCOT reinitiate the NPRR562 (Subsynchronous Resonance) process and schedule additional workshops as needed. "Staff believes that ERCOT, affected stakeholders, and their expert consultants will continue to work collectively in an effort to finalize a study scope that comprehensively and accurately identifies all units at risk of SSO," Staff said.
