Texas QSE Would Pay $35,000 Under Settlement With PUCT Staff

NRG Texas Power, LLC would pay $35,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve NRG Texas Power's alleged failure to adhere to Electric Reliability Council of Texas (ERCOT) Protocols § 8.1.1.4.2(1)(b), related to Responsive Reserve Service (RRS) energy deployment criteria on January 6, 2014.

According to the settlement, Load Resource QNRGTX, for which NRG Texas Power was QSE, "failed to curtail sufficient load within ten minutes following deployment instruction in both Group 1 and 2."

"In Group 1, QNRGTX deployed 16.7% of the requested MW deployment ten minutes after receiving the instruction from ERCOT. In Group 2, QNRGTX deployed 9.4% of the requested MW deployment ten minutes after receiving instruction from ERCOT," the settlement states.

ERCOT Protocols § 8.1.1.4.2(l)(b) requires a QSE utilizing load resources (LRs) to provide RRS to have a LR response that is not less than 95% or more than 150% of the requested MW deployment ten minutes following a deployment instruction.
