Connecticut To Re-open Residential Electric Bill Design Format To Address Implementation Issues

The Connecticut PURA has issued a draft decision which would re-open a proceeding implementing recent statutory changes in the design and content of residential electric bills to address issues which have arisen in implementation of PURA's January decision

In the draft, PURA noted that the Electronic Business Transaction working group has identified the following issues which were not addressed in PURA's January order:

These issues include:

1. How to provide the Summary Information to residential customers who are directly billed by suppliers;

2. Whether the Summary Information must be presented on residential customer bills (i.e., Rates R and RT for UI and Rates 001, 005 and 007 for ES) when the residential account may be billed under a contract where a supplier is serving various individually metered buildings that are not all residential accounts;

3. Whether "Fixed" must appear within the Summary Information;

4. How to display the UI and CL&P Standard Service generation rate(s) when those rates change during a customer's billing cycle, i.e., the Company issues a pro-rated bill; and

5. The process of PURA's approval and enforcement of the revised EBT standards.
