Texas Generator Would Pay $50,000 Under Settlement With PUCT Staff

Air Liquide Large Industries U.S., LP would pay $50,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve alleged violations of Electric Reliability Council of Texas (ERCOT) Protocol § 8.5.1.1 and ERCOT Operating Guide §§ 2.2.8 and 2.3.1.2, related to primary frequency response; and ERCOT Operating Guide § 2.2.7, related to governor testing criteria.

According to the settlement, Air Liquide's generation resource BYU_CC1 failed to sustain a Governor droop of 5% or less during 7 of 26 measurable events during a Texas Reliability Entity Study Period dating from October 2011 to June 2012, including 5 events during which it was providing RRS.

The settlement also states that Air Liquide Large Industries failed to provide proper documentation to show that it completed governor testing on BYU_CC1 within the required two-year interval prior to 2011.
