PJM Files Changes for Submission of Meter Data To Reflect Retail Choice Environment, Reduce Adjustments

PJM has filed with FERC revisions to the process of submitting meter data to reflect the increased breadth of retail choice, and to reduce attendant adjustments.

PJM said that the current deadlines for submission of data to its Power Meter and InSchedule applications were established at a time when end-use customers had fewer options for retail choice providers and there were fewer interval meters being used to provide meter data to PJM.

"Today, retail choice is widely available and interval meters are more common among Market Participants. As a result, Market Participants' settlement systems are processing more data, which takes more time. Because of increased processing times, Market Participants frequently must submit estimated meter data, rather than actual data, in order to meet the Power Meter and InSchedule submission deadlines. With the market becoming more data intensive and complex, Market Participants often have insufficient time to submit actual data by the currently applicable deadlines," PJM said.

"PJM proposes to extend the deadline for submitting meter error correction data in Power Meter from the third PJM business day following the last business day of the billing month to the last business day of the month that follows the billing month (e.g., March data will be due by the last business day in April). This will allow Market Participants more time to submit actual Power Meter data for settlement and billing purposes, and will not interfere with or have any negative impacts on PJM's markets or operations," PJM said

"These reforms will allow for the use of larger volumes of actual data which will consequently minimize adjustments between Market Participants' initial settlements and reconciliation settlements. Minimizing these adjustments will help Market Participants more accurately manage their cash and credit on a month-to-month basis," PJM said.
