ConEd Rate Case Joint Proposal Does Not Address Expansion of Hourly Priced Default Service
A joint proposal at Consolidated Edison would extend its current rate plan through the end of 2016, without adjudicating several issues raised by Consolidated Edison in seeking new base rates, such as the expansion of mandatory hourly pricing.
In its 2015 application to set new delivery rates, Consolidated Edison had filed to lower the cutoff for mandatory hourly pricing (MHP) for default service customers from 500 kW to 300 kW over a four-year period, from 2016 to January 2019.
However, ConEd, PSC Staff, and other parties have filed a joint proposal which would abandon litigation of the 2015 rate case in favor of an extension of ConEd's current rate plan through December 31, 2016.
Furthermore, the joint proposal to extend the current rate plan is silent on the issue of expanding mandatory hourly pricing. Since the rate case would no longer be fully litigated and MHP is not included in the new JP, any expansion of MHP would need to be addressed in a separate proceeding.
