PUC Adopts Standard Terms of Service, Renewal Notices That Require Suppliers to Disclose Past Rate History, Limit on Rate Changes
The Maine PUC has adopted final versions of standardized notice forms setting forth the requirements for the terms of service customer disclosure statement and renewal notices for residential and small non-residential customers which shall be used by retail electric suppliers.
For variable rate plans, both indexed and non-indexed, the terms of service customer disclosure statement and renewal notices require the supplier to list the highest and lowest prices over prior 12 months.
However, the final version of the templates drop language accompanying the highest and lowest rate disclosure stating that, "To look back at prices under this plan over the last year and compare them to other options, please go to our webpage at [link]."
The terms of service customer disclosure statement and renewal notices also require, for all types of variable rates, that the supplier list the frequency of any rate change and if there is a limit on the price level.
The final templates remove the requirement that the supplier provide a specific start date for service.
