Settlement Would Require Utility To Conduct Study on Lowering Hourly Pricing Threshold for Default Service
A joint proposal in Orange & Rockland's current electric rate case would require the New York utility to study the expansion of mandatory day ahead hourly pricing for default service customers.
The joint proposal, signed by PSC Staff, the utility, the state's Utility Intervention Unit and retail suppliers, would maintain the current 300 kW cutoff for mandatory hourly pricing through October 31, 2017.
The stipulation would require that prior to October 31, 2016, O&R will complete a study on the impact of lowering the mandatory hourly pricing threshold to 100 kW, or another level between 300 and 100 kW.
Staff and other interested parties will have the opportunity to provide input into the design of this study. At a minimum, the study will review the types of customers with demands between 100 kW and 300 kW, their usage profiles, as well as the potential for demand impacts with a range of assumed participation in distributed energy resources.
