Update: Workshop on Third-Party Access to Smart Meter Texas Data

The ERCOT Retail Market Subcommittee and Wholesale Market Subcommittee are jointly conducting a workshop for exploring potential improvements in third party access to customers’ Smart Meter Texas data and in-home devices.

The workshop will be conducted at ERCOT in Austin July 23rd and 24th

The workshop will include a strategic analysis of Texas market forces that affect third party access to customer data and in-home devices, the evolution of Texas’ third party access functionality on SMT, an understanding of the Texas market’s third party access goals, an examination of the existing third party access capabilities on SMT, and an exercise in defining potential improvements in the way a third party accesses a customer’s data and in-home devices.

Agenda topics include:

• Examine the Texas competitive market structure and governance influences on Third Party access to customer data and in-home devices

• Asses the differences between strategies for the Texas competitive market versus other regulated and non-regulated states regarding third party access to customer data and in-home devices

• Study Green Button and Green Button Connect in the Texas market versus other regulated states

• Understand data ownership and data privacy rules, laws, and security policies

• Analyze SMT’s third party access strategy, design, and development

• Identify and overview the Texas competitive market, SMT, and third party access materials

• Review existing SMT third party access capabilities and features

• Review the Texas competitive market management and improvement process

• Define new third party access goals and plans

• Develop a strategy for identifying potential third party access improvements to support goals and plans

• Discussion on access to the outflow/generation channel of the advanced meter data

• Discussion on making more utility consumers aware and signed up for SMT
