Regulator Opens Review of Variable Rates
The Connecticut PURA has assigned Docket 15-06-15 for its review of variable rates required by Public Act 15-90, which generally bans variable rates but does delegate to PURA the rate treatment for customers on expiring fixed rate contracts who do not take an affirmative action in response to such expiration.

As previously reported, PA 15-90 directs the PURA to initiate a proceeding by October 1, 2015, to: "develop recommendations and guidance regarding (1) what type of generation services rate structure is best suited for residential customers who allow a fixed contract with an electric supplier to expire and begin paying a month-to-month rate for generation services from such supplier; and (2) what rate increase is just and reasonable if a generation services rate increase is necessary after the expiration of a fixed contract and such customer begins paying a month-to-month rate."
PA 15-90 further directs the PURA to report its findings to the joint standing committee of the General Assembly having cognizance of matters relating to energy, by January 1, 2016.
