PSC Directs Utility-Offered Time of Use Options Be Available For Customers on Default Service

The Michigan PSC has ordered that DTE Electric and Consumers Energy make time of use rate options available to customers.

The PSC ordered that DTE Electric shall by January 1, 2016, revise its tariffs so that TOU rates and dynamic peak pricing are available to all customers who have had AMI for at least one year and who wish to opt in.

Although revised tariffs remain to be filed, DTE Electric's current experimental TOU program does include dynamic pricing for supply rates.

At Consumers Energy, the PSC deferred consideration of specific TOU issues to a pending rate case, but stated that, "the Commission views making TOU rates available to customers expeditiously as an important goal, and the Commission expects that TOU and dynamic peak pricing rates will be made available, on an opt-in basis, to all customers with AMI meters by January 1, 2017."
