Texas Staff Invite Stakeholders To Provide Positions on Smart Meter Texas

Staff of the Public Utility Commission of Texas invited stakeholders to populate a matrix with stakeholders' positions on the ownership, operation, and funding of the Smart Meter Texas web portal and data warehouse

The intent of the matrix is to clearly summarize areas of disagreement relevant to this initial phase of this project, and will be incorporated into a future Staff memo to the Commission.

In compiling this matrix, Staff considered that governance is tied to ownership and that GUI, API, FTPS, HAN and ODR functionality available to retail electric providers of record (RORs), retail electric providers (REPs) who are not the REPs of record (third parties), energy management companies (third parties), and retail customers is tied to the scope of data access.

For the issue relating to ERCOT funding for recovery of future SMT costs, Staff requested that stakeholder comments include positions on whether the Commission should address ERCOT SMT funding in a Commission rule or instead not address ERCOT SMT funding in a rule so that ERCOT will address the issue through its fee setting process.

The matrix provides fields for the position of TDUs, retail electric providers, energy management companies, OPUC and ERCOT. Staff, "would appreciate stakeholders working together to develop joint positions where possible," Staff said.
