Connecticut To Review Another Supplier's Compliance With Renewal Notice Requirements
The Connecticut PURA has issued a draft order stating an intent to examine Starion Energy Inc.'s compliance with fixed price renewal notice requirements under Conn. Gen. Stat. §16-245o(g)(1).
The draft alleges that, "Starion Energy Inc. (Starion) served many Connecticut residential customers whose fixed price term expired between October 1, 2013 and June 15, 2014. During this time period, Starion did not issue the required renewal notices in all instances and many notices were issued outside of the notice window that Conn. Gen. Stat. §16-245o(g)(1) prescribes. Moreover, it appears that the letters Starion sent to customers may not have complied with the Conn. Gen. Stat. §16-245o(g)(1) content guidelines."
Starion Energy said in a statement that, "Starion will fully cooperate with PURA in this matter."
PURA has conceded that suppliers face challenges in complying with statutes governing auto-renewals of contracts, due to difficulties in determining the exact date a residential customer receives their electric bill as well as the exact date on which a customer takes action to terminate or cancel the contract (impacting when a cancellation fee applies), and intends to generically address these issues in Docket No. 14-07-20RE01
