Texas Approves Change in Sharyland TCRF Allocation Factors, New Rates Applicable To REPs Effective December 1
The Public Utility Commission of Texas approved changes in the allocation factors used in the Transmission Cost Recovery Factors at Sharyland Utilities, LP, which are intended to bring a modicum of rate relief to residential customers.
Citing the unique circumstances of the case, and that its decision was non-precedential, the PUC approved a change in the TCRF rates based on the new allocation factors effective December 1, 2015, with new TCRF rates being charged to retail electric providers as of that date.
Typically, TCRF changes go into effect September 1 and March 1, but Commissioners stressed the need for the new rates to go into effect prior to the winter peak to bring meaningful relief to residential customers.
Commissioners declined to make the new TCRF rates based on the revised allocation factors retroactively effective back to September 1, 2015.
Though final tariffs have yet to be filed, based on Sharyland's June 1, 2015 filing to update the TCRF, here are the differences in the currently effective TCRFs versus what the TCRFs would have been (as originally filed), effective September 1, had the allocation factor changes been approved prior to the September 1, 2015 TCRF update (these may be subject to minor adjustments as were made to the current rates during the semi-annual TCRF review):
