Regulator "Suggests" Retail Suppliers Make Changes to Approved Customer Notice Forms Similar To Clarification Request By Two Suppliers, In Light of New Statute

The Connecticut PURA "suggests" that retail electric suppliers make various changes to PURA-approved customer notice forms, similar to revisions sanctioned by PURA proposed by two retail suppliers, in light of certain statutory changes, such as the prohibition of renewing a customer onto a fixed rate

North American Power and Liberty Power Holdings separately sought PURA clarification on the treatment of notices sent to residential customers at the end of a fixed price term given that renewal onto variable pricing is prohibited per a PURA interim decision implementing a statutory ban on variable rates, while the existing notice makes reference to variable rates and terms governing such rates.

Both suppliers offered suggestions to change the form to remove the outdated language.

PURA largely consented to the changes proposed by each supplier (save for one deletion of certain language in NA Power's edit), stating that a, "continued reference to 'variable rates' in Form 2 [renewal notice] is unnecessary and contrary to current statutory requirements."

"The Authority suggests that all licensed suppliers make similar changes," PURA said.

Liberty Power Holdings had also requested similar clarification on proposed modifications to the quarterly rate notices, which make reference to variable rate plans, but PURA did not specifically address Liberty Power Holdings' proposal with respect to the quarterly rate notice
