PSC Opens New Docket To Consider Committee's Petition To Improve Retail Market

The Delaware PSC formally opened a new docket, to consider a petition from the Delaware Electricity Affordability Committee for the PSC to consider recommended retail electric market enhancements, including purchase of receivables, proposed by the Committee

The PSC has assigned Docket 15-1693 to review the Committee's petition, captioning the docket, "In The Matter Of The Review Of Customer Choice In The State Of Delaware." Note that this petition is apparently being addressed in this new Docket rather than 15-1458, which had been created for purposes of a workshop and report process to inform the Electricity Affordability Committee's deliberations.

As exclusively reported by EnergyChoiceMatters.com earlier this month, the Delaware Electricity Affordability Committee endorsed eight retail electric market enhancements, and encouraged the PSC to consider adopting the enhancements

The eight programs endorsed by the Electricity Affordability Committee for PSC consideration were:

1. Purchase of Receivables

2. Additional space for retail suppliers on Delmarva bills

3. Allowing customers to take competitive supply at service initiation (not forced to take SOS at turn-on)

4. Seamless moves

5. Enrollment by wallet, allowing customers to use existing IDs such as a driver's license and service address to enroll, rather than their Delmarva account number or service number

6. Continued review of SOS procurement, with consideration of shorter-term products

7. Implementing the supplier marketing rules under Regulation Docket 49

8. Quarterly (or similarly frequent term) supplier meetings

Separately, as exclusively reported by EnergyChoiceMatters.com earlier this month, the Electricity Affordability Committee also said that it would issue an RFP to select a state-endorsed retail supplier for an opt-in program (click here for details)
