PSC Denies Petition To Implement Purchase of Receivables, But Chairman Sends Message PSC Wants POR Process "Wrapped Up"
The Delaware PSC denied a petition from the Retail Energy Supply Association to implement a purchase of receivables program at Delmarva Power, but after a discussion of how long POR has been in the stakeholder process, PSC Chair Dallas Winslow said that it's clear the PSC's message is that, "we'd like to get this thing wrapped up."
RESA had filed a separate petition to implement POR by June 1, 2016 so that consideration could be expedited, rather than being addressed at the pace of other retail market enhancements under consideration which require more technical review, and which haven't previously been the subject of a multi-year stakeholder process.
The PSC agreed with Staff that addressing POR in a separate docket would not be administratively efficient, but Winslow said he was concerned about the delay, and that POR not be bogged down as part of the broader choice review in Docket No. 15-1693. The PSC needs to "get on" the issue, Winslow said
Delmarva said that POR implementation would take a "couple" of months.
