CenterPoint TDU Seeks 340% Increase in Charge Applicable To Retail Electric Providers

CenterPoint Energy Houston Electric has filed to implement a revised Distribution Cost Recover Factor charged to retail electric providers, effective September 1, 2016

CenterPoint Energy Houston Electric is seeking to recover $49 million from REPs through the DCRF for the period September 1, 2016 to August 31, 2017, net of an $11 million refund related to over-collection under the current DCRF rates. For the period starting September 1, 2017, provided that the TDU does not seek to further adjust the DCRF by that date, CenterPoint Energy Houston Electric is seeking to recover a net of $60 million through the DCRF.

The current revenue requirement of the CEHE DCRF is $13 million.

CenterPoint Energy Houston Electric proposes to revise the DCRF effective September 1, 2016, with the rate further adjusted on September 1, 2017.

CenterPoint Energy Houston Electric's proposed DCRF for the period September 1, 2016 to August 31, 2017 is as follows:

Residential          $0.000872 per kWh
Secondary ≤10 kVA    $0.001163 per kWh
Secondary >10 kVA    $0.149782 per Billing kVA
Primary              $0.066131 per Billing kVA
Transmission         $0.002914 per 4CP kVA
Lighting             $0.012785 per kWh

CenterPoint Energy Houston Electric's proposed DCRF for the period beginning September 1, 2017 is as follows, provided the TDU does not seek to further adjust the DCRF prior to September 1, 2017:

Residential          $0.001071 per kWh
Secondary ≤10 kVA    $0.001428 per kWh
Secondary >10 kVA    $0.183908 per Billing kVA
Primary              $0.081198 per Billing kVA
Transmission         $0.003578 per 4CP kVA
Lighting             $0.015698 per kWh

For comparison, the current DCRF rates are:

Residential          $0.000241 per kWh
Secondary ≤10 kVA    $0.000319 per kWh
Secondary >10 kVA    $0.040087 per Billing kVA
Primary              $0.017653 per Billing kVA
Transmission         $0.000787 per 4CP kVA
Lighting             $0.003375 per kWh
