State Makes Selection For Retail Supplier To Serve State-Endorsed Opt-In Affinity Program, Will Sign Contract

The Delaware Secretary of State will sign a contract with Direct Energy that allows Direct Energy to make offers to customers under a state-implemented opt-in electricity supply affinity program open to residential and small business customers, which is to include a multi-year fixed price per kWh offer and value added products and services to help customers better manage their overall energy bills.

Under enabling legislation, as part of the opt-in program, the State of Delaware Secretary of State will permit Direct Energy to market its supply product offering as "Approved by the State of Delaware" or "Certified by the State of Delaware", and, "as a special electric supply product offering for Residential and Small Commercial customers", or with similar wording as may be approved by the Secretary of State.

As exclusively reported by EnergyChoiceMatters.com (click here), six suppliers submitted offers to supply the program -- Agera Energy, Champion Energy Services, Constellation NewEnergy Inc., Direct Energy, MidAmerican Energy Services, and NRG Home -- with PSC Staff ranking Direct Energy (first) and Constellation NewEnergy (second) as the top two offers.

Specifics on all of the offers were confidential, and Direct Energy's winning offer was not immediately disclosed pending the signing of a contract. However, Direct Energy had previously made a proposal to comply with the opt-in affinity program legislation prior to the issuance of the RFP, click here for details on the earlier proposal.

With the Electricity Affordability Committee's endorsement of Direct Energy, the Secretary of State is charged with deciding whether to proceed with signing a contract with Direct Energy as the recommended supplier. While the contract has not yet been signed, Secretary of State Jeffrey Bullock said during Friday's meeting that his office intends to sign such a contract, saying, "we'll get it done," and "make it happen."

The Secretary of State will coordinate with the PSC on implementing the opt-in affinity program once the contract is signed.
