Pennsylvania PUC Names New Director, and Deputy Director of Office of Competitive Market Oversight

The Pennsylvania Public Utility Commission (PUC) has appointed Daniel J. Mumford as Director of its Office of Competitive Market Oversight (OCMO) and Megan G. Good as Deputy Director.

Mumford previously served as OCMO's Deputy Director and as Acting Director since the retirement of H. Kirk House on April 1, 2016.

As Director, the PUC said that Mumford will continue to lead a multi-bureau office that supports the Commission's ongoing efforts to bolster retail competition and strengthen consumer protections in the Commonwealth's electric and natural gas markets.

PUC Chair Gladys M. Brown noted that, "In recent years, he [Mumford] has helped the Commission navigate statewide retail market investigations for both electric and natural gas – and bring about needed regulatory changes in the aftermath of two Polar Vortices in the winter of 2014. Those regulatory changes served consumers well by enhancing supplier disclosure requirements, strengthening consumer protections and reducing the time needed to switch suppliers. As Pennsylvania's markets continue to evolve, we are pleased to have Dan at the helm leading OCMO."

Mumford spent 26 years with the Commission's Bureau of Consumer Services, including six years as Manager of the bureau's informal Compliance and Competition Unit. He has been a member of OCMO since its inception in 2009, providing technical assistance and expertise on consumer protection issues. Mumford served as the lead technical expert in finalizing regulations that more clearly define sales and marketing practices of competitive suppliers and enhanced contract disclosure and notification requirements.

Good, named OCMO's Deputy Director, previously served as an analyst with the PUC's Bureau of Technical Utility Services (TUS). Good also has provided expertise and technical assistance to OCMO since its inception.
