During yesterday's open meeting, Texas Public Utility Commissioner Kenneth Anderson stressed the need to address third party access to the Smart Meter Texas portal

The Commission yesterday endorsed a stakeholder settlement regarding the future of Smart Meter Texas, which, among other things, keeps ownership of SMT with the Joint TDUs.

The settlement specifically did not address any changes to the current third-party access provisions for SMT.

Anderson said that while he did not want to have third-party access issues delay a rulemaking on SMT governance envisioned by the settlement, he urged that a separate project be opened without delay to address third-party data access

Anderson called the issue of third-party access to the SMT portal important to the ERCOT market, especially with respect to the development of responsive demand

While concerned about privacy the issue of "knowing consent," Anderson suggested that there may be new technologies that ensure knowing consent while facilitating third-party access to SMT data
