Draft Texas Order Would Set Nonbypassable System Benefit Fund Fee

The Public Utility Commission of Texas issued a draft order to set the non-bypassable system benefit fund fee at $0.00 per megawatt-hour for fiscal year 2017, consistent with PURA §39.9039, which requires the $0/MWh fee for the period beginning September 1, 2013, and ending September 1, 2017.
