NY Muni Aggregation Customers Lose Former Day-Night Rate By Not Opting Out, Aggregation Scrambles To Add Product

Customers formerly on a "day-night" rate at NYSEG were enrolled into the Sustainable Westchester opt-out municipal aggregation (which has a flat rate) have been asking SW to institute a day-night rate, as SW asked the PSC to require NYSEG to share data concerning day-night customers

Currently, SW customers in the NYSEG territory are served under a fixed rate supply contract with Constellation Energy that lumps former supply customers of NYSEG who had been on a single basic supply rate with those who had been on a day-night rate.

The PSC noted in a recent REV order that NYSEG's day-night rate, "has been in place for many years and has an enrollment of over 17%."

"SW seeks to offer an improved contract to customers in the NYSEG Territory that incorporates a day-night rate and/or allows a supplier to provide more competitive supply based on information related to day-night usage. Additionally, customers on or formerly on the NYSEG day-night rate have requested that SW offer a product with a day-night rate in the Territory," SW said

"SW has repeatedly asked NYSEG to provide information that would permit SW to issue an RFP for a supply product with a day-night rate, but NYSEG has failed to provide such information. Without the information related to historical break-downs of day-night use, SW cannot provide a product that is competitive with NYSEG’s day-night product," SW said

In order to provide necessary information to potential suppliers, SW requires the following, by municipality, and asked the PSC to order NYSEG to provide such information:

1) Total aggregated capacity tag data for customers on the day-night rate from April 1, 2015 through March 31, 2016.

2) Monthly aggregated capacity tag data for customers on the day-night rate for each of April, May, June and July 2016.

3) Total monthly kWh for both the day and night periods time for customers on the day-night rate from April 1, 2015 through March 31, 2016.

4) Total monthly kWh for both the day and night periods for those customers on the day-night rate, for each of April, May, June and July 2016.

5) Total number of day-night rate customers, monthly, from April 1, 2015 through March 31, 2016.

6) Total number of day-night rate customers, for each of April, May, June and July 2016.
