Texas Chair Nelson Clarifies Retail Market Comments Misconstrued By New York PSC Chair

During yesterday's open meeting, Public Utility Commission of Texas Chairman Donna Nelson took the opportunity to clarify comments concerning the retail market that have been "misconstrued" by the Chairman of the New York PSC (click here for story)

"I want to clarify something. It was brought to my attention that a Commissioner in New York has taken comments I've made about our Power to Choose website and construed it as, 'even Chairman Nelson has a problem with the competitive market.'" Nelson's paraphrasing of the comment (and its ostensible representation of her position on choice) elicited chuckles from Nelson's fellow commissioners as well as the gallery

"I want to be absolutely clear that I'm probably the biggest cheerleader," for choice, outside of her fellow Texas commissioners, Nelson said

"I want to make crystal clear that the review we're doing is for making improvements to our website, because we all believe fundamentally that a competitive market is the best one, but that customers have to have information to make a choice," Nelson said

Nelson relayed a story concerning using Uber while out of town. Upon learning that Nelson oversaw the electricity market, the driver opined that the process was confusing, but nevertheless was able to impart his specific rates for usage at 0-1,000 kWh and 1,000-2,000 kWh, as well as his average rate, which was 7.9¢/kWh (all-in)

Nelson said that the exchange made her day, noting her rate at a cooperative without choice is much higher

Nelson noted that New York is, "curtailing choice," for low-income customers, which prompted Commissioner Kenneth Anderson to note that the New York PSC had sought to go even further, as the PSC was on the road to repealing choice for all mass market customers

"If New York had a real competitive market, it's doubtful they'd be paying the exorbitant rates they do," Anderson added
