Update: Here's How Ohio Utility Seeks To Implement SSO Tariffs From 2013, After Supreme Court Reversal
Dayton Power & Light has filed proposed tariffs with the Public Utilities Commission of Ohio that would implement Standard Service Offer (SSO) tariffs from 2013, as a result of a Supreme Court of Ohio order vacating a 2013 PUCO order adopting an electric security plan (ESP II) at DP&L.

DP&L said that, to address the fact that competitive bidding has occurred pursuant to the Commission's decision in ESP II, DP&L will honor existing contracts with winning competitive suppliers through the end of their term (May 2017) and maintain current PJM obligations for all suppliers.
While prior tariffs for Standard Offer Generation (G10-G18) will be re-instated, they will reflect the current "Competitive Bidding" rate (current tariff G19) in order to minimize rate impacts to customers, DP&L said. At the end of the period in which the attached tariffs are in place, the Standard Offer Generation rates will be trued-up to the actual auction supply costs, DP&L said
Additionally, DP&L proposes to reinstate the Environmental Investment Rider (EIR), a bypassable charge equal to about 1¢/kWh for residential customers.

While DP&L proposes to continue the current rates currently contained under the auction-based SSO "Competitive Bidding" rate (current tariff G19), DP&L proposes to eliminate the bypassable Competitive Bid True-Up Rider (G30) approved under ESP II, which is about 5 mills/kWh. As noted above, DP&L intends to true-up rates versus actual auction supply costs at the end of the period in which the tariffs are in place.
Consistent with the tariff sheets in effect before the Commission's Order in ESP II, PJM RPM Rider (G27) and FUEL Rider (G28) would also be re-instated, however, they would be set equal to $0.00. In addition, TCRR-B (T9) would remain equal to $0.00. All costs represented by these components are included in the Standard Offer Generation Tariff Sheets (G10-G18), DP&L said
