ConEd Joint Proposal Would Delay Expansion Of Mandatory Hourly Pricing For Default Service

A joint proposal in Consolidated Edison's current rate case would delay the expansion of Mandatory Hourly Pricing (MHP) for default service customers versus an original proposal from the company

Under the JP, ConEd, "will continue its Mandatory Hourly Pricing ('MHP') program 'as is' during the Electric Rate Plan (i.e., no change to the threshold kW demand level)." The current MHP cutoff is 500 kW; the JP rate plan runs through December 31, 2019

"The Company will expand its MHP program to include customers with demands over 300 kW after the Company’s territory-wide completion of AMI installation," the JP provides. AMI deployment is scheduled to be completed in 2022

Note that while MHP expansion will occur "after" territory-wide AMI deployment, the JP is silent on how soon after the deployment such MHP expansion will occur

Originally, ConEd had proposed a staged expansion of MHP that would have followed AMI deployments, with customers exposed to MHP as they received AMI meters over a five-year period from mid-2017 through 2022 (rather than waiting for territory-wide deployment)

Based on data from ConEd's initial proposal filed in January 2016, lowering the MHP cutoff to 300 kW would have made an additional 1,600 customers eligible for MHP
