Parties Near Settlement on Promoting Retail Supplier Offers in Utility Bills
Stakeholders in Delaware are nearing a settlement on including a brochure describing the electric supply offerings currently available in Delaware in Delmarva bills
Specifically, during a Delaware PSC meeting yesterday, Direct Energy said that, rather than its original proposal to include materials from Direct Energy related to its status as the "Electric Retail Supplier Exclusively Contracted by the State of Delaware," it supports an alternative recommended by Staff that would include information on all available offers in a one-time bill insert
Specifically, as previously reported, Staff had recommended that parties work together to design a generic brochure to help educate Delmarva Power’s customers on the availability of customer choice supply options, and that Delmarva include such brochure in a one-time monthly mailing to its residential and small commercial customers, at Commission expense.
Staff had recommended that, "the generic brochure describe the supply offerings currently available in Delaware and prominently include reference to a new PSC webpage for more information on how to shop for electric supply in Delaware."
Staff had proposed that the insert be included at the PSC's expense
The Retail Energy Supply Association said that parties were "close" to a settlement regarding the Staff proposal, but said that additional time was needed to iron out details regarding the content of the bill insert.
Other parties generally agreed with Staff's proposal, subject to further discussions and development of a consensus document.
The PSC stayed consideration of the issue until its October 6 meeting
