In Annual Reconciliation Filings, NY Utilities Propose Surcharges Up To $.50/Mcf To Recover Under-collection of Supply Costs

New York natural gas utilities filed annual cost of gas reconciliations with the PSC that in some cases would result in a surcharge of up to $0.50/Mcf to recover under-collected supply costs during the 12 months ending August 31, 2016, with the surcharges (or refunds) effective January 1, 2017.

Central Hudson Gas & Electric reported an under-collection of $3.6 million, resulting in a 2017 surcharge of $0.5085/Mcf.

Orange and Rockland Utilities, Inc. reported that for the twelve-month period ended August 31, 2016, O&R experienced a Gas Supply Charge (GSC) under-collection of $3.2 million including interest. This would result in a GSC Surcharge of $0.3395/Mcf, to be surcharged over the twelve-month period commencing January 1, 2017.

Consolidated Edison reported an under-collection of $23.1 million including interest, based on currently available data that is still undergoing review. This results in a surcharge of 2.77¢ per therm to be charged to firm gas customers through the GCF for the calendar year 2017

National Fuel Gas Distribution Corporation reported an over-collection of $10.1 million, resulting in a refund to customers equal to $0.2161/Mcf

Niagara Mohawk reported an under-collection of $600,000, resulting in a charge of $0.00109 per therm on the Monthly Cost of Gas (MCG) Statement for the period from January 1, 2017 through December 31, 2017.

KeySpan Long Island (National Grid) reported an under-collection of $400,000, to be collected through a $0.00062 per therm annual cost of gas imbalance surcharge

As previously reported, KeySpan New York (National Grid) under-collected $43 million, which would result in a surcharge of $0.05013 per therm. However, KEDNY has sought approval from the PSC to defer collection of this amount (click here for prior story for details)
