Oncor Reports 90% of REP Low-Income Smart Energy Device Reimbursement Funds Exhausted

Oncor informed retail electric providers that 90% of funds designated to reimburse retail electric providers for providing free programmable communicating thermostats and in-home displays (collectively, in-home devices) to low-income customers are expected to be exhausted once Oncor pays invoices related to November (paid in December)

Oncor's funding of the program had been set at $10 million, and Oncor expects that $9 million of the fund will have been used once November invoices are paid

Oncor notified participating REPs that based on recent monthly reimbursement activity and current projections it is possible that all remaining funds available under the program will be exhausted with the payment of reimbursement requests for December device distributions (paid in January)

Oncor also notified participating REPs that the final invoice period (the final period that participating REPs can distribute devices to be eligible for reimbursement) for Oncor ends January 16, 2017. Participating REPs shall submit any outstanding invoices for reimbursement for devices distributed during the final invoice period to Oncor no earlier than February 1, 2017 and by no later than February 15, 2017. These final invoices will be considered for payment on a "first come, first served" basis as long as program funds remain available. The received date and time on the email by which a REP submits its invoice to Oncor will be used to determine the order of reimbursement. Invoices will not be accepted after February 15, 2017.

Under the program launched in January 2015, for providing an eligible low-income customer with an eligible programmable communicating thermostat (PCT) or in-home display (IHD) at no cost to the customer, a TDU reimburses the REP for the cost of a device up to a cap of $250, with an additional 25% for administrative costs, for a total reimbursement cap of $300 per device. For PCTs only, an additional $125 is reimbursed to cover the cost of installation.
