PSC Opens Proceeding To Consider New Purchase of Receivables Program

The District of Columbia PSC has opened an investigation to consider introduction of a purchase of receivables program at Washington Gas Light

"The Commission encourages all comments, including comments on estimated implementation costs and timeline, effect on natural gas suppliers and customers, applicable discount rates and terms and conditions applicable to purchase of receivables, any changes to rules or Washington Gas Light Company’s ('WGL') tariff necessary for WGL’s implementation of a POR program, and positive aspects of the natural gas POR program in Maryland that may be applicable to the District," The PSC said in opening the investigation

"Based on its experience with the implementation and operation of Pepco’s POR program for the District, which Pepco put in place in late 2013, the Commission believes that a similar program should be considered for natural gas suppliers and their customers in the District. The Commission believes that a POR program for natural gas suppliers should further competition in the District’s retail natural gas market. This is especially true at this time, when WGL is transitioning to a more technically advanced billing system that we expect could more easily accommodate a POR program. As pointed out by RESA and WGL in Formal Case No. 1138, WGL already has experience implementing and running a POR program in Maryland, and this experience is likely to be beneficial in formulating and implementing a similar POR program for the District," the PSC said
