Texas PUC's Anderson, "It's Just Time" To Implement ERCOT Co-optimization, Cites RMR Costs

As a result of the "economic fiasco" related to the Greens Bayou RMR agreement, "I've become convinced that we need to go ahead and bite the bullet, and at the very least I think we need to co-optimize the real-time market," Texas PUC Commissioner Kenneth Anderson said at Friday's meeting, echoing his recent comments from September

Anderson's comments were made as the PUC received a written report from ERCOT on the status of the Multi-Interval Real-Time Market.

"I'm inclined to think that we need to do the multi-interval SCED as well, but that is a separate issue in part," Anderson said, though he hasn't reached a decision yet. Anderson noted that while implementing multi-interval SCED at the same time as co-optimization may have project cost savings, it may also unduly complicate implementation

"When we co-optimize the market, we can also implement full ORDC with localized ORDCs which ought to help mitigate or eliminate the RMRs," Anderson said

Anderson noted that the cost of the Greens Bayou RMR agreement would have more than paid for co-optimization

"It's just time," to implement co-optimization, Anderson said
