Texas Staff Updates Estimate of ERCOT Capacity Used for Small Fish Swim Free Rule

Staff of the Public Utility Commission of Texas have filed an updated estimate of installed generation capacity in ERCOT for January 2017.

The amount of installed generation capacity is a factor in determining (1) the 20 percent limit on installed generation capacity established in PURA § 39.154 and (2) the 5 percent wholesale market power exemption established in P.U.C. Subst. R. 25.504(c).

For purposes of the 20% limit, the estimated total installed generation capacity is 93,132 MW.

For purposes of the 5% exemption, the estimated total installed generation capacity is 86,102 MW.

Staff reported that there were two changes in methodology this year that affected the estimates:

1. Capacity values for Non-coastal Wind units were revised from 12% to 14%, and Coastal Wind units were revised from 55% to 58%. These changes were made to be consistent with the Summer Peak Average Capacity Contribution Percentages used by ERCOT in the December 2016 CDR.

2. Because installed solar capacity in ERCOT has exceeded the 200 MW threshold, the Peak Average Capacity Contribution Percentages are now calculated using historical data during peak load hours for solar as well. Utilizing the new data from the 2016 summer season, the current percentage is 77%. This is consistent with the number ERCOT posted in the December 2016 CDR.
