PECO has spent $31 million on various retail market enchantments, and the Pennsylvania PUC should give such enhancements time to be evaluated prior to determining whether to implement supplier consolidated billing, PECO said in comments.

"In total, PECO estimates over $31.5 million has been spent on market enhancement measures in its service territory alone [since 2010]. Given the amount of money already spent to encourage customer choice and facilitate shopping, PECO submits that the Commission should wait and evaluate the impact of these measures before determining if it will entertain additional customer-funded changes," PECO said

Since 2010, PECO noted IT expenditures for retail market enhancements were as follows:

Project Date IT Costs
                                 (Estimate)
                                 (Millions $)
Electric POR 2010 $2.25
Standard Offer Program Aug-13 $4.85
3-Day Switching Dec-14 $3.24
Seamless Move &
   Instant Connect Jul-16 $2.75
AMI Data Portal Dec-16 $6.49
CAP Customer Shopping Ongoing $1.58

"PECO would note that these costs do not include the numerous other changes made to call center procedures and scripting or costs associated with customer education, among others," PECO said
