New PJM Task Force To "Assess" State Actions On Resource Adequacy, Generation, Impact on RPM Capacity Market
PJM's stakeholders have created the Capacity Construct/Public Policy Senior Task Force, which will report to the Markets and Reliability Committee
Stakeholders approved a problem statement and issue charge for the new task force
According to PJM, "The task force will examine current and potential public policy initiatives states could take regarding resource adequacy, fuel diversity, public, and environmental policies and identify areas where state actions and the current Reliability Pricing Model capacity construct may not be aligned."
The problem statement noted state actions such as the Ohio PPAs and Illinois nuclear subsidies, stating, "the failure to successfully anticipate these occurrences resulted in important policy debates circumventing the PJM stakeholder process and going directly to litigation at FERC. The sponsors of this Problem Statement believe the stakeholder process forum is the appropriate place for these discussions. It is apparent to the Problem Statement sponsors that each state may take actions to meet its environmental, political and policy objectives that could affect RPM."
