PUC Receives No Responses To Default Service RFP, Directs Utility To Propose Alternative

The Maine PUC announced that it received no responses to an RFP for large C&I Standard Offer service at Maine Public Service (Emera Maine-Maine Public District), and directed MPS to propose an alternative structure.

On January 10, 2017, the Commission issued an order approving an RFP to provide Standard Offer service for the Emera Maine-Maine Public District (EME-MPD) large commercial and industrial customer class. The RFP provided that the Commission was seeking proposals for retail Standard Offer service for a term of thirty-three (33) months, beginning on April 1, 2017 and ending on December 31, 2019.

The RFP set a deadline of February 7, 2017 for the filing of initial proposals with indicative bid prices. The Commission received no indicative bids by the February 7, 2017 deadline.

Chapter 301 of the Commission’s rules provides, in relevant part, that in the event the Commission receives no bids for a standard offer class, it will either select a Standard Offer provider for that class through alternative means or issue an order directing the transmission and distribution utility to provide Standard Offer service to that class through purchases from the regional wholesale bulk power markets, contracts with wholesale suppliers or other appropriate arrangements, as specified by the Commission, until the selection of a standard offer provider is made through a new bid process.

Accordingly, the Commission directed EME-MPD to submit a plan to the Commission addressing the provision of service to the large commercial and industrial standard offer class by March 8, 2017.

The PUC said that the plan may include a structure with either fixed or indexed prices as set forth at section 3.7 of the Commission’s current RFP.
