New York PSC To Further Weigh Oversight Of Distributed Generation Providers, Consider Before New DG Compensation Implemented
As part of an order valuing the output from distributed generation, the New York PSC established a process to further weigh the oversight of distributed generation providers, with the Commission setting a schedule that will allow the PSC to consider the issue of distributed energy resource (DER) oversight coincident with implementing various measures required in the order on the value of DER.
"Given the advancement of this and other proceedings since the filing of the initial DER Oversight Staff Proposal on July 28, 2015, the Commission directs Staff to develop an updated whitepaper that will be issued for public comment within thirty days such that the Commission will be able to consider the DER oversight provisions at the same time as it acts on the implementation issues in this proceeding," the PSC said in its order
"The DER Oversight proceeding has focused on the design, structure, and level of supervision of DER providers that will be appropriate to ensure consumer protections, while at the same time enable markets to develop through fair competition. Staff has conducted a substantive discussion with stakeholders regarding the advantages, benefits, detriments, and other aspects of various approaches to DER oversight. With the anticipation of CDG [Community Distributed Generation] development and broader DER markets, there is a need to refresh the work that has been accomplished to date," the PSC said
