NEM Releases Draft Agenda Topics For 20th Annual National Energy Restructuring Conference
The National Energy Marketers Association has issued draft agenda topics and sessions for its 20th Annual National Energy Restructuring Conference to be held April 26 - April 28 in Washington, DC
Sessions and topics include:
Reflections on the State of Energy Competition on the 20th Anniversary of NEM
Presentation of NEM Awards for Advancements in Competitive Energy Markets
Keynote Speakers: Retail Energy Markets Commissioners
• Observations from PSC Commissioners and other officials from leading energy choice states on key restructuring issues, including consumer protection rules; marketing standards; consumer education; licensing requirements; reporting, notice and disclosure requirements; data access; renewable portfolio standards; regulatory compliance and enforcement actions
Cutting a Path Forward for Competitive Energy Markets
• What is the appropriate regulatory balance for oversight of competitive markets? Arriving at the optimal point in the spectrum from permissible regulation (licensing, marketing standards) to impermissible regulation (price regulation of competitive suppliers, prohibitions on shopping).
• Is there a role for a self-regulatory organization (SRO) for the competitive energy industry? What are the benefits and drawbacks of such an approach? Review of other industries that have successfully employed SROs and lessons that can be applied to the energy industry.

• Competitively neutral treatment of retail energy marketers versus other distributed energy resource providers (oversight, licensing, consumer protection requirements, data access standards)
Robust Retail Energy Markets Support Well-Functioning Wholesale Energy Markets: Discussion of the Interplay and Interdependence of retail and wholesale energy markets and current issues that highlight that relationship.
• Wholesale capacity market constructs - what changes are being or should be considered to capacity market constructs in the RTOs/ISOs to enhance the competitiveness of wholesale markets and retail markets?
• State regulatory and state legislative actions intended to support generation adequacy and/or renewable energy goals and the impacts of such actions on wholesale markets, wholesale and retail market participants and consumers.
