PSC Chair: Need To Take Fresh Look At SOS Structure

The Delaware PSC needs to take a "fresh look" at the structure of its electric SOS procurement auctions, Delaware PSC Chair Dallas Winslow told attendees at the National Energy Marketers Association's 20th Annual National Energy Restructuring Conference

Currently, mass market SOS in Delaware uses a blend of 36-month contracts for SOS procured over three years.

The PSC currently has an open review of SOS in Docket 14-0283

Winslow noted that this SOS structure has been criticized as limiting the opportunity for retail suppliers to offer products to customers.

"We need to increase alternatives to consumers, not restrict them," Winslow said

Winslow also said that there seems to be a lot of inertia with respect to customers on SOS, and that the industry and policymakers need to get the message out that there are alternatives that can save customers money

Winslow also made note of an open retail market enhancement investigation, which is considering, among other things, POR, day-one shopping, enrollment by wallet, etc. (see details here). As previously reported, action on such investigation had been shelved pending implementation of new consumer protection rules under Reg. 49, which took effect this April
