Maryland PSC Staff have proposed levels for the bypassable SOS administrative charge at Pepco and Delmarva

As part of the recommendation, Staff proposed that the EDCs should be directed to present a cost of service study in each company’s next base rate case, that would allow precise allocation of costs between 21 distribution rates and commodity rates.

Overall, Staff recommends that, for residential customers, the Pepco administrative charge plus a separate cash working capital component should be set at $0.0033737 per kWh, and that the Delmarva administrative charge plus a separate cash working capital component should be set at $0.0038061 per kWh
