The Public Utility Commission of Texas granted 4Change Energy Company LLC an amendment to its Texas retail electric provider certificate to change its legal name to Value Based Brands LLC and to add the trade name Express Energy to the certificate

Value Based Brands will retain the trade names 4Change Energy & 4Change on the certificate

4Change Energy Company LLC is a unit of Vistra Energy, and an affiliate of TXU
