PPL Withdraws Petition To Delay Start Of CAP-SOP Program, Which Limits Low-Income Customer Shopping

PPL Electric Utilities has filed to withdraw its petition for a delay in the start date of the new Standard Offer Referral Program for Customer Assistance Program customers (CAP-SOP), stating that it can fully complete the necessary system changes in time for the original June 1 start.

As previously reported, the new CAP-SOP program would be the only mechanism under which CAP customers may take competitive supply upon the program's implementation. Currently, CAP customers at PPL may shop for a retail supplier without restriction.

The PUC had previously ruled that, effective June 1, 2017, the new Standard Offer Program specifically designed for CAP customers (CAP-SOP), "is the only vehicle that a CAP customer [at PPL] may use to shop and receive supply from an EGS [electric generation supplier]."

EGSs participating in the CAP-SOP must agree to serve customers at a 7% discount off the PTC at the time of enrollment. This price shall remain fixed for the 12-month CAP-SOP contract unless terminated earlier by the customer.

As first reported by EnergyChoiceMatters.com, PPL had earlier this year sought to delay the start date of CAP-SOP to September 1, 2017, citing additional time needed for IT and programming changes

However, PPL said in a May 8 filing with the PUC that it has determined that it can fully complete the system changes necessary to implement the CAP-SOP by the June 1, 2017 effective date, as PPL sought to withdraw the petition for the delay.

"Not only is the Petition to Amend unnecessary, it could cause significant customer confusion if it was granted at this point. Because the Commission has not acted on PPL Electric's Petition to Amend and the CAP-SOP has not been stayed, PPL Electric has continued its efforts to fully implement the CAP-SOP by June 1, 2017 effective date adopted in the DSP IV Order, including, but not limited to, communications with suppliers," PPL said

"Importantly, PPL Electric plans to immediately begin communication and education efforts with applicable customers in order to ensure they are aware of and understand the CAP-SOP by the June 1, 2017 effective date. PPL Electric submits that significant customer confusion regarding the CAP-SOP and its effective date would be caused if the Petition to Amend was not withdrawn at this time," PPL said
