RESA Study Touts Decline in Average Electric Rates In Restructured States, Versus Increases In Monopoly States
The Retail Energy Supply Association has released a study detailing declines in average electricity rates in 14 states which have restructured their electricity markets since 2008, versus increases seen in monopoly states over the same period
The analysis, contained in a white paper entitled Restructuring Recharged – The Superior Performance of Competitive Electricity Markets 2008-2016, was prepared by Philip R. O’Connor, Ph.D., former chairman of the Illinois Commerce Commission, on behalf of the Retail Energy Supply Association. The data for the average pricing analysis was from the U.S. Energy Information Administration
In 14 jurisdictions with customer choice, weighted average electricity prices, combining all customer sectors, have fallen by 8% since 2008, the study says. Prices in the 35 monopoly states, combining all customer sectors, have risen nearly 15%, the study says
For residential customers, prices in the 14 choice states declined 1% from 2008 to 2016, compared to an increase of 18% in the monopoly states
