Several Michigan Utilities File Initial Levels For 2018 Electric Choice Caps
Several Michigan utilities have filed initial amounts for the 2018 electric choice caps
Initial cap amounts are based on 11 months of actual sales data and a forecast of December 2017 data. The initial caps will be updated in late January based on full year 2017 data.
Consumers Energy reported that its total Weather Normalized and Adjusted sales amount for purposes of MCL 460.10a(1)(a) is 37,112,445 MWh. This results in a 10% choice cap of 3.7 million MWh
According to Consumers Energy's cap tracking system, current choice participation (3,878,965 MWh) exceeds the initial 2018 cap. There are 3,974 customers and 6,334,215 MWh of load in the Consumers Energy choice queue
Indiana Michigan Power (AEP) reported weather-adjusted retail sales of 2,829,457 MWh, and this otherwise would have resulted in an initial 2018 choice cap of 282,946 MWh. However, the PSC had previously set the I&M cap amount to zero under an updated provision of the choice cap law (MCL 460.10a(1)(c)), and the cap will remain at zero until set back to 10% on February 1, 2019
Initial choice cap filings from the other utilities have not yet been made
