ConEd, O&R Seek Further Extension To Implement EDI Changes For APP Customer Bill Credits

Consolidated Edison Company of New York, Inc. and Orange and Rockland Utilities, Inc. (the "Companies") requested that the New York PSC further extend the deadline for testing and implementing EDI changes necessary to accommodate bill credits to Assistance Program Participants (APP).

The Commission’s Order Granting and Denying Petitions for Rehearing in Part, issued and effective on February 6, 2015 (Order) in Case 12-M-0476 et. al. had directed the development of such EDI changes (hereinafter, APP EDI Changes) and a compliance filing within 60 days of the Order. The Order further directed that any required testing by utilities and ESCOs be completed, and the EDI transactions must be operational, within 120 days from the date of the compliance filing.

The PSC's Secretary previously granted extensions of this requirement requested by National Fuel Gas Distribution Corporation on behalf of the EDI Working Group and requested separately by the Companies. The current extension expired on January 2, 2018.

The Companies requested an additional extension of 90 days to implement the APP EDI Changes in order to properly complete implementation and test the new transactions.

"This extension is required as the Companies are in the process of finalizing and testing the new EDI transactions that will transmit interval data associated with the Companies’ deployment of Automated Meter Infrastructure. This requires further time to integrate the transactions necessary to accommodate bill credits into a variety of internal systems," the Companies said

"In the interim, the Companies have developed an alternate means of providing ESCOs with the necessary bill credit information so that ESCOs will have the ability to provide credits to customer accounts," the Companies said
