New York PSC Further Extends Deadline For Certain Distributed Generation To Register With Commission

The Secretary of the New York PSC issued a notice further extending the deadline by which Community Distributed Generation (CDG) Providers and On-Site Mass Market DG [distributed generation] Providers shall file a completed registration form, including a sample contract or contracts and sample bill or bills, with the PSC

In its October order on DG regulation (see story here), the PSC had originally directed that CDG and On-Site Mass Market DG providers were to register with the PSC by December 1. A prior notice from the PSC extended such deadline until February 1.

On January 8, the PSC's Secretary issued a notice granting the Department of Public Service’s request for an extension to March 1, 2018 for CDG and On-Site Mass Market DG providers to file a completed registration form, including a sample contract or contracts and sample bill or bills, and for CDG and on-site mass market DG providers to begin complying with the contracting and Standard Customer Disclosure Statement requirements, as well as for the electric utilities to require proof of registration as part of an initial interconnection application.

DPS Staff had requested the extension until March 1, 2018 as Staff required additional time in order to complete and file the registration form for CDG and on-site mass market DG providers as well as to complete and file the Standard Customer Disclosure Statements. Department Staff believes providers should have more than 30 days between the issuance of the documents and the effective date of the filing requirements, which would be consistent with the Commission’s order, the notice from the Secretary stated
